At a guess I’d say it’s probably a conscious decision to not maintain that area of the ground properly on the basis that it’s not expected to be used much (if at all) in non-league. A bit short sighted IMO but probably reflective of the razor thin budgets, with the football department heavily prioritised with whatever cash there is. The H&S issues arising from that lack of maintenance could probably be tackled fairly easily if there was the will (and funds) to do it.
