The people that re tasked with ensuring accounts are filed on time are the directors, but given that RM is a director and the major shareholder he's the only one that can ensure this happens.
That's my understanding anyway.

Tom would find it very difficult to tell you anything he knew wasn't true.
As a partner in two law firms and a qualified solicitor he puts an awful lot at risk if he knowingly lies about something.
