FRESH plans for land once destined to be Southend United’s new football stadium include 968 properties split across low-rise blocks and family homes, it has been revealed.
Previous proposals for blocks of flats up to eight storeys tall at Fossetts Farm have officially been replaced by family homes and smaller four-storey blocks after failed negotiations between Citizen Housing and Southend Council.
Citizen Housing – fronted by former chairman Ron Martin’s son, Jack – has now submitted a scoping opinion request to the council and is said to be close to submitted official plans.
The long-running saga around the Fossetts Farm the homes has now seen the total proposed number slashed from 1,300 to 968 after concerns about the financial risk to Southend Council.
Just under 800 of the homes will be built in partnership with the council, which will rent the homes out.
Buildings on Southend United Football Club’s former training grounds will be demolished and once complete, £12million is set to be transferred to the club’s new owners – the Custodians of Southend United – for the refurbishment of Roots Hall.
Daniel Cowan, leader of the council, said: “The proposals are now significantly lower, and the development is houses-led, meaning more family homes for people in Southend. It is positive to see this come forward and for all the hard work that went into this agreement progressing towards a formal contract subject to ongoing DD and legals.”
A previous deal to build 1,300 homes in apartment blocks seven to eight storeys high failed DD after negotiations between the council, Citizen Housing and the Custodians of Southend United.
Anne Jones, councillor for planning and housing, added: “There is a need for family- sized, good-quality housing across the city.
“There is high level of need in temporary accommodation provision, and the response from the council is always that we want our residents to have the right housing for their needs in the communities they are familiar with.”
Paul Collins, councillor for finance, assets, investments and public transport, said: “I do think that this development, when formally assessed by our planners, will help our city as we do desperately need affordable places to live for our Southend families.”

Significant investment is on its way to Southend to enable the construction of new homes at Fossetts Farm.
Whilst the proposals will still have to go through the usual planning process, funders have backed the proposals, and the Council and Thames Plaza have entered into the necessary conditional contracts to bring the proposed housing development forward.
As well as the housing, the deal between the Council and Thames Plaza will also unlock the transfer of Roots Hall to the new owners of the club if planning permission is granted at Fossetts Farm. It will also trigger phased payments up to £12m to refurbish and regenerate Roots Hall Stadium, ensuring Southend United Football Club remains at its historic home with much-needed investment in its facilities.
Significant changes have been made to enable the proposed development to be delivered. In addition to improving the financial terms for the Council, the revised plans shift away from large blocks of flats to being primarily focused on single-family housing. While a small number of apartments remain, the majority of properties will be houses. Thames Plaza, in partnership with the Council, will deliver around 805 homes in three phases, including around 485 market rental homes and 155 affordable rental homes.
Thames Plaza also plan to deliver a further phase of around 220 homes with a private development partner, which will be available for market sale, and which will also include affordable housing.
Councillor Daniel Cowan, Leader of the Council, says: “I am delighted to confirm that the changes we agreed between the Council and Thames Plaza have passed DD and that the deal has been signed.
“Securing investment of this magnitude into the delivery of housing for our communities and in turn, big improvements for Roots Hall, is a huge vote of confidence in the city and demonstrates our commitment to driving change and delivering much-needed, high quality market and affordable homes to rent.”
Jack Martin, representing Thames Plaza, added: “We have been working very closely with the Council over the last few years to bring this development forward and this represents an important milestone.
“The planning application is being prepared for a scheme comprising a new community of high quality, sustainable homes set in a fantastic public realm at Fossetts. We have also worked hard to protect the heritage of the area with investment in the scheduled monument and to make sure that investment flows to assist Southend United in its regeneration plans for Roots Hall.”
“We look forward to continuing to work with our funding partners and Southend City Council to deliver this exciting development for the city.”
Justin Rees, Chairman of Southend United Football Club, said “The signing of this deal represents a major step forward and brings us closer to the much-needed investment in Roots Hall. The revised deal to enable the development to pass DD saw the Martin's take a significant drop in their profits. As a result, the developer payment to fund the refurbishment of RH was lowered to £12m. This has been accepted by all parties.
