Who said they're allowed?

I do for a start. The first time I went to a Red Star v Partisan match, we were searched going into the ground. I had a lighter taken off me yet when I walked through the turnstiles I passed about 20 boxes of flares ready to be handed out to their fans. It is a organised and choreographed spectacle and extremely well policed by those taking part. Those flares are thrown onto running tracks for a reason, so the fire watchers can put them out safely. It was the same in Romania and a quick search on Youtube will throw up plenty to see from loads of countries in Europe and further a field.

What I will say is it wouldn't work here for the simple reason that our seating and terracing is too close to the playing area and our grounds are very enclosed, hence the issue with affecting some peoples breathing. For those two reasons alone, I'm regrettably against it but do enjoy watching it while abroad.
