Hard to tell across the whole league but it isn't a problem for whoever wins the premier league each season. There was a period from 2004-2009 where the champions conceded less goals than they do now (this was the era Mourinho's defensive football was in fashion), but aside from that period the number of goals conceded by premier league champions doesn't look any higher than it used to be.
