simple remedy,

allow the police to clamp offending vehiles

issue on the spot fines and if they cannot pay they cannot drive

allow te police to trace overseas vehiles

allow the police to instantly take into custody repeat offenders

On the spot fines are in place? Maybe Then britain should follow europe, God forbid..Spanish police fine everyone.
British police can trace overseas vehicles as foreign police can trace UK reg'd vehicles.
