They could see the goals fine, but the linos were blind from their lines - As were the fans.

That is not the criteria for sanctioning play .... as anyone at Anfield last night will be aware.
What is the official stance Mick?
The referee will take everything into account including the incidental issues. The criteria described might be fine for the local park, where, if in doubt, you can give it a go and if it doesn't work out abandon it.

Matches with 40,000 plus fans bring different issues and the referee will be guided by the police, safety officer, etc and would only start a match if he thought he had a decent chance of finishing it.

The lino being able to see the full width of the pitch didn't do us much good last night.
