No disrespect... but when you say "they" I assume you are referring to the stewards being powerless, not "they" as in the F.A. who certainly have the power .

I am sure the club could do without fans showing that kind of attitude, as it would be the club that is punished rather than the supporters for any offence which infringes regulations. We could do without a fine and/or playing a game(s) behind closed doors, because it's fans cannot obey a regulation.
