Theres a guy in the East Blacks who always had an issue with the 6 second rule and counted down pretty much each time their keeper had it. The fact his idea of a second was somewhat quicker than the actual length of time a second is seemed not to matter.

I think many people estimate the opposition keeper is holding it much longer than they are when we are chasing a game. Human nature.
 
What happens if a team gets a corner late on and nobody rushes to take it? Who gets booked for time wasting? The whole team? The Captain? The player who ends up atking it?

What happens if someone is being subbed and as they walk off (very slowly), the ref books them for time wasting and it's a second yellow? Can the sub come on as that person is no longer on the pitch (you can get a red card after all off the pitch?)

I only ask this because in the last few weeks I have seen both possibilities happen and didn't know what would happen in these circumstances...
Not 100% sure but I dont think walking slowly off the pitch to waste time is a yellow card.

Wouldn't the ref just stop his watch if any of these are taking too long?

Correct. He may be injured and unable to hurry. Simply add on time.

If of course he deliberately holds things up by, say, going in the opposite direction to applaud fans in far corner, then a yellow card may be shown. If it were the second yellow it would be accompanied by a red and the substitute could only come on if someone else went off.

There is no requirement to rush to take a corner. If the referee is able to identify a player deliberately delaying the restart he could show a card.

The problem is that players aren't that stupid, so they make sure there as far away from the dugout as they can be before the 4th official holds up the board, thus making sure they have as long a walk as possible. It's amazing how many times a left winger (for example) pops up on the right wing just before he's about to be subbed!
 
As stated above, it's a Law which is honoured more in the breach than in the observance. More than most Laws, this one definately is used more in the spirit of the Law than to the letter of the Law. It was brought in to prevent blatant time wasting by the keepers and remains as an rarely used sanction in extreme cases.

Another Law which is largely disregarded is encroachment at penalties; 9 out of 10 penalties should be retaken.

I think it's a bit much when refereeing authorities can choose which Laws to enforce and which not to !!

Bill Edgar in The Times has been keeping an eye on encroachment this season. If I recall correctly, your nine out of ten is a little generous; all bar two or three successful penalties in the Prem this season ought to have been re-taken due to encroachment.

Not a huge problem; if the sub takes 20 seconds, add on 20 seconds; if it takes 40 seconds, add on 40 secs. As long as they do !

Maybe my memory playing tricks, but didn't someone (maybe Mark Gower) get sent off in just that situation in the infamous 8 man victory at Swansea?
 
for me, it appears foul throws only get called in Sunday League, and not above. The amount of foul throws i have seen at Roots Hall, on TV, and even in England Internationals is thorougly annoying, and really needs looking at better

yeah he was going off for mark warren i believe who then came on for someone else and scored..

Indeed, my favourite Southend goal ever that is...not for quality of course, just for the moment.

And I still haven't been able to find any footage on youtube...

A suggestion for our new Media guy (Tom?) - the club must have these clips somewhere or know where to get them - they are so old now they are no longer of commercial value but huge nostalgic interest, so can we get them uploaded to the SUFC grouo on YouTube? Very Pretty Please??

Similarly with old TV footage from games like the 1976 5th round FA cup tie at Derby which was televised by Central and highlights shown on "The Big Match" the day after... this would be really good content to put on Player for instance.
 
Just seen a Southend fan has a letter published in Four Four Two this month about the six second rule. No comment from the editor but clearly a law than is never going to be addressed.

He does. Thats one of the major role of the 4th official - management of substitutions. All the ref does is stop the watch.

The Law states that a substitution can only be made when the ball is out of play for whatever reason. You cannot make a change whilst the game is in play for a variety of reasons.

Whichever way you cut it, there will be dead time when there is a player change.

Yes, in my opinion the removal of players and introduction of substitutes whilst play is continuing would be a recipe for confusion and chaos. If I were changing the Laws it would not be to allow this, I would prefer to maybe disallow the use of substitutes once the game has entered "stoppage" time.
