If we’re counting squad members who didn’t play, then Sammy McCrory has a spot (as Maldon Blues mentioned 13 years ago!). He travelled to the 1958 World Cup with Northern Ireland (after scoring in his only full international against England the previous year) but didn’t play.

The world cup was in Chile in 1962. Remembered for the Chile v Italy game. Worth a watch just to hear David Coleman's introduction.
