A DEAL which will kick-start a housing development at Fossetts Farm and a revamp of Southend United Football Club’s stadium has been signed off in a major step forward for the plans.
Southend Council’s cabinet has agreed the deal to build up to 805 homes at the site in Eastern Avenue, which will ultimately release £20 million funding for the regeneration of the Roots Hall stadium in Victoria Avenue.
A previous deal to build 1,300 homes in apartment blocks seven to eight storeys high failed DD and was abandoned as too much of a financial risk for the council.
This was scrapped in favour of houses and flats no higher than four-storeys, and follows protracted negotiations between the council and Citizen Housing – fronted by former club chairman Ron Martin’s son Jack and the Custodians of Southend United.
The new deal will also undergo DD ahead of a planning application being submitted.
Speaking at the cabinet meeting on Thursday, Daniel Cowan, leader of the council, thanked officers for their hard work. He said: “It’s been a very long time coming and a lot of work has gone into this. This will deliver much needed low-rise family housing. The other benefit is that it unlocks potential for the football club. The football club brings a huge amount of economic benefit to the city. The club deserves to be, with the fan base that it has, much higher up in the leagues and hopefully with new owners, new investment in the ground that will bring economic benefits to the city.”
The scheme will have no less than 20.75 per cent affordable homes as opposed to the previous scheme which had only 13 per cent. Mr Cowan added: “Without this deal the club may not exist and this is an opportunity for the city and the club to move forward in a positive way.”
Homes will be leased to the council under a build-to-rent finance scheme. Matt Dent, councillor responsible for culture, tourism and business, said: “There will be some people in the city that will be concerned with the financial risk the council takes on with this and it’s very important that we hear that and going forward we maintain a close watching brief on how the deal develops. To reach the point where the football club and we can move forward on this deal, which offers them a brighter future and with the affordable housing a better proposition than that which was before, is a real achievement.”
