The problem is because they used to live locally they're well aware of Ron's history so his usual tactic of overselling how close the ground is to being built isn't going to work.

It's likely only an interim position, given Powell was already a coach at Spurs it makes sense to give him the reins temporarily, especially since Mason is only 29 and so will need advice from someone with managerial experience. I'd be surprised if Spurs don't bring someone in next season (although they might wait until they know what's going on with this Super League nonsense before making an appointment).
