It is simple, if we have the money then we pay it and if we don't have the money then we can't pay it.

WE have not paid it, our so called PARENT COMPANY have again advanced us the funds! My question is Why wasn't this advance arranged in order to be paid on time??

and what makes you think the parent company had the money at the time? Do you know where they got the money from?
