Does anybody know approximately how many seats there were in Roots Hall in 1992-93 and the 1994-95? I think that there were still parts of the ground that were terracing in both seasons, and I'm pretty sure that some seats were installed between those two seasons.

And what season did the Taylor Report become legislation?

Any help would be appreciated!

Taylor report depends on the division you were in.
Think 92/93 was first season it took effect.

Roots Hall probably was about 15,000 capacity post Hillsbrough pre South Stand.

1st season of SS was 94/95

I think you will find that Taylor report did not become legislation, it was just a recommendation which the Football League and FA decided to make it seem that it had become legislation.
 
"[The Taylor Report of January 1990] is synonymous with the recommendation that all major stadia convert to an all-seater model (i.e., all ticketed spectators have seats, as opposed to some or all being obliged to stand). The Football League in England and the Scottish Football League introduced regulations intimating that clubs in the highest divisions must comply to this recommendation, and some clubs started upgrading their stadia even before this rule was introduced."

It is interesting to note that the report quite clearly stated that it was of the opinion of those establishing such recommendations that standing on terraces was "not intrinsically unsafe". Additionally if recommendations on ticket pricing had been acknowledged and implemented, the cost of admission to a Premiership game would be far, far lower that it actually is in 2006.
