Twin Peaks is an American television serial drama created by David Lynch and Mark Frost. The series follows the investigation, headed by Special Agent Dale Cooper (Kyle MacLachlan), of the brutal murder of a popular teenager and homecoming queen, Laura Palmer (Sheryl Lee). Twin Peaks' pilot episode was first broadcast on April 8, 1990 on the ABC Network, which led to another seven episodes being produced, and a second season, which aired until June 10, 1991. The show was set in a small fictional Washington town. Exteriors were primarily filmed in Snoqualmie and North Bend; most of the interior scenes were shot on standing sets in a San Fernando Valley (near Hollywood) warehouse.
Twin Peaks became one of 1990s' top-rated shows, a critical success both nationally and internationally. Reflecting its devoted cult fan base, the series became a part of popular culture, referenced in other television shows, commercials, comic books, a video game, films and song lyrics. Declining viewer ratings led to ABC's insistence that the identity of Laura's murderer be revealed midway through the second season, a ratings ploy which interfered with several other long-running story lines and resulted in an even sharper ratings decline and the show's cancellation. In 1992, the series spawned a prequel, the film Twin Peaks: Fire Walk with Me, a commercial failure in America.

The West Wing is an American television serial drama created by Aaron Sorkin that was originally broadcast from September 22, 1999 to May 14, 2006. The series is set in the West Wing of the White House—where the Oval Office and offices of presidential senior staff are located—during the fictional Democratic administration of Josiah Bartlet (played by Martin Sheen).
The West Wing was produced by Warner Bros. Television. For the first four seasons, the executive producer was Aaron Sorkin, who worked with Thomas Schlamme. After Sorkin left the program, he was replaced by John Wells.
It first aired on NBC in 1999, and has been broadcast by many networks in several other countries. The series ended its seven-year run on May 14, 2006.[1]
The show received positive reviews from critics, political science professors, and former White House staffers. In total, The West Wing won three Golden Globe Awards and 27 Emmy Awards, including the award for Outstanding Drama Series, which it won four consecutive times from 2000 through 2003. The show's ratings waned in later years, following the departure of series creator Aaron Sorkin (who wrote or co-wrote 85 of the first 88 episodes) after the fourth season, yet it remained popular among high-income viewers, a key demographic for the show and its advertisers.
 
If you judge a show by the accolades it wins, then the West Wing must surely be up there amongst the greatest of all time. The first series of the West Wing still holds the record for the number of Emmys won by a TV show in a single series (nine), which is also the record for the number of Emmys won by a TV show in its debut series.

If you haven't watched it, you should. It is gripping, beautifully written, moving, funny, fantastically acted and entirely believable. It's the best thing I've ever watched on telly.

it has to be Twin Peaks. it was a top rated show in the early 1990's and for once just something completely different.

The FBI Agent Dale Cooper (played by Kyle MacLachlan) was absolutely fantastic.

The story begins with the murder of Laura Palmer, a teen aged girl who lived in the quiet town of Twin Peaks, near the US - Canadian borders. Everyone seems surprised and devastated by the girl's murder, and the town's sherif welcomes the help of FBI agent Dale Cooper, who comes to investigate the case. As Cooper begins his search for Laura's killer, the town's secrets are gradually exposed. This is definitely not an average quiet town, it seems as everyone has something big to hide. At nights, agent Cooper sees strange visions of Laura and other mysterious people, visions that tell him that something big is happening here, something far more evil than a single murder case.

Plenty of twists and turns and with the tagline being "A town where everyone knows everyone and nothing is what it seems" just speaks volumes to me.
