I suppose there's two points:-

1. Do we really want to put terracing in any new stadium if this is likely?
2. Would Plymouth have survived in The Championship if they were forced to spend the money on ground improvements?
 
Unfortunately, terracing seems to have become a thing of the past. While it is disappointing to most football fans, I am sure that most will agree it is a massive safety issue, and the game of football today just could not afford to have another Hillsborough type incident.

Firstly, I dont think it is wise for any new football ground to have terracing built into it. Any L1 or L2 team building a new ground are most likely to have a "5 year plan" which wants to see them in the championship or premiership in years to come, hence the reason for building such facilities. If this is the case then there would be no point in them installing terracing only to have to remove it/close it in the long run which will either lead to temporary losses in gate money and then cost of installing seating.

With the sit down stand up campaign running, there is the hope that football fans will be able to choose how we view the game, all the while in a safe manner.

Secondly, I doubt that ground improvements would have made any dramatic difference to their championship status if this was forced upon them. I suppose it all depends on what the costs would have been to make such improvements. They were given a 3 year grace, which I assume applies to all newly promoted teams to the CCC with terracing, so I am sure there was some sort of plan to raise the money to get this sorted without having to jeopardise the transfer kitty etc.
