Yes, it does look like Portmeirion, along with Prisoner-style writing (and the Prisoner-style gag about "Many Happy Returns" - presumably the card that No. 6 got given every time Rover brought him home...).

Portmeirion is great but once you leave you find out that the locals are a bunch of extremely unfriendly Welsh halfwits.
