Just browsing the 3rd division pages on the BBC website and they publish the following league table:

Nice to have games in hand, but looking perilously close to the drop zone before the season has even started!

They are in the process of updating the tables/pages to reflect the divisions that clubs are now in, rather than were last season.

If you look at division 2, you'll noticve that the only clubs not on 0 are those that were promoted or relegated... not sure why they do it this way but I'm sure they have their reasons...
 
Not quite sure why Oxford, Cambridge, Bury and Bristol Rovers still have their last seasons' totals though...
