To Victoria Station? Depends how quick you walk. But, I would say it's about an hour.

The TfL journey planner reckons 1:23 if you're walking at an average pace. Seems a bit slow to me...

mate of mine has an appointment at the passport office at 12:15 he is currently at limehouse on C2c

Underground says 14mins time from tower hill to victoria

cab would be 10 -15 minutes dependant on the traffic of course.

14 mins is about right but that is just the tube journey not getting down to platform then up the other end and so on.

Tell him to get a cab. He should make it within half an hour. Mayfair is usually about 20 mins max. Along Embankment and up should be a breeze.
