NCIS: Naval Criminal Investigative Service, is a police procedural drama television series revolving around a fictional team of special agents from the Naval Criminal Investigative Service, which conducts criminal investigations involving the U.S. Navy and Marine Corps.
The concept and characters were initially introduced in a two-part episode of the CBS series JAG (JAG episodes 8.20 and 8.21). The show, a spin-off from JAG, premiered on September 23, 2003 on CBS and, to date, has aired six full seasons, and has gone into syndicated reruns on USA Network and Sleuth. as of last year. Donald Bellisario, who created JAG, as well as the well-known series Magnum, P.I. and Quantum Leap, is co-creator and executive producer of NCIS.
 
Hill Street Blues

Hill Street Blues is a serial police drama that was first aired on NBC in 1981 and ran for 146 episodes on primetime into 1987.[1] Reruns are currently being aired on AmericanLife TV Network on Sunday nights in the United States, and on weekday afternoons on digital network More 4 in the United Kingdom. Chronicling the lives of the staff of a police precinct in an unnamed American city, the show received high critical acclaim and its innovations proved highly influential on serious dramatic television series produced in North America. Its debut season was honored with eight Emmy awards, a debut season record surpassed only by The West Wing, and the show received a total of 98 Emmy Award nominations during its run.
 
It has to be Hill Street Blues as this was an original concept. It introduces a gritty real life feel that has been copied by such shows as NYPD, the Wire and many others. The characters deviate from the normal whiter than white police we were used to seeing, especially from American TV shows, introducing a Captain who was an ex alcoholic and adulterer, and other social misfits trying to run their lives alongside their police work.

By contrast, NCIS is a spin off from another series, JAG, and jumps on the CSI bandwagon. There is nothing really original here.
