We don't need to do it. If the top clubs aren't able to give their squads sufficient front line action, then they probably need to reduce their squad sizes. If that's not appropriate, then they should loan their players out to the lower clubs and withdraw them as necessary. It's not rocket surgery.
 
To be fair most of barcelona's first team come from the youth system, so there is evidence that a system like this would work better for premier league clubs. I doubt more than the big 4 clubs would be able to field a B team, and under the Spanish rules the B teams cannot be promoted to the top flight (although I seem to remember Barcelona B getting promoted from the third tier at one point,) the main reason this wouldn't work though is that we can't just kick 4 teams out of the league to accommodate, so unless the B teams are willing to start in non league I can't see this working
 
If i were AVB i'd be more concerned about clinging onto my job than worrying about youth development
