Entering into a section 106 agreement is a standard requirement for large-scale planning permissions. The principle behind it is that if a development would require the council to provide additional services then the developer foots the bill for it. Not sure why the Echo are bothering to report it, other than Ron Martin told them to, in an attempt to get some more good publicity for it.
